Mobile Snatching Ignored in Cyber Crime Bill

I would like to point it out that, a Senate panel has approved the cybercrime bill 2015 some days ago. It was good to see there that, they recommended up to three-year imprisonment and fine of up to Rs. 1 million for making changes in a wireless set or a cell phone.
On the other hand, the government is sleeping over the sale of snatched and robbed mobile phones. Those are being used by terrorists and extortionists. Due to it, the common man is facing a serious threat.  The government should take immediate action to stop the deal and procurement of these looted gadgets.
It should be mandatory to take the thumb impression through biometric process for user verification for mobile SIM card issuance, likewise government should manage such a system where, sale and purchase of mobile phones would be verified and the SIM card when to be discarded after theft, then it would again need the consent of phone first owner, if it will not be verified that mobile set would be jam, till the completion of due process.
If the government would take such kind of action in a serious way, it will be a cause of discouragement for snatchers and robbers and would be giving the real fruits of such initiatives via, the passage of these bills and its implementation.
